The UK Government has unveiled a new and extensive package of trade sanctions targeting Russia under the Russia (Sanctions) (EU Exit) Regulations. Announced yesterday, 24 April, these measures reinforce the UK's commitment to cutting off revenue streams that enable the ongoing conflict in Ukraine, further aligning the United Kingdom with its international partners, including the European Union.
Strengthened Export Bans Across Key Sectors
The new sanctions introduce significant export prohibitions on a wide range of products vital to Russian industry and military capabilities. The banned goods include chemicals, electronics, machinery, plastics, and metals. This move severely restricts Russian access to high-value UK goods and technology, building on existing restrictions to degrade Russia’s warfighting and industrial capabilities.
Targeted Technology Transfer Restrictions
In a major step forward, the UK has also imposed prohibitions on the transfer and making available of certain technologies and associated ancillary services. These new restrictions apply specifically to energy-related, advanced manufacturing, and industrial goods sectors.
Notably, sector-specific software and technology prohibitions have been introduced. These prevent the transfer and provision of business enterprise software, industrial design software, and oil and gas related technology, with all items precisely detailed in the legislative updates. The associated ancillary services – such as installation, maintenance and provision of technical assistance – are also restricted under the new regime.
Official guidance on compliance with these prohibitions is available through UK Government resources to support businesses in adjusting to the new requirements.
Expanded Import Bans on Revenue-Generating Goods
The sanctions package also targets Russian revenue by expanding import bans to cover synthetic diamonds processed in third countries, alongside helium. These commodities are significant sources of income for the Russian economy and their restriction is intended to further limit Russia’s financial ability to continue its aggression in Ukraine.
Aligning Sanctions with International Partners
This comprehensive sanctions update underscores the United Kingdom’s ongoing commitment to working closely with international allies to maximise pressure on the Russian regime. The alignment with European Union measures strengthens the multilateral approach to sanctions enforcement and underscores a unified international response to the ongoing conflict.
Further Information & Guidance
Businesses affected by these changes are encouraged to review the detailed guidance provided by the Department for Business and Trade and the Foreign, Commonwealth and Development Office. Compliance is critical, and firms engaged in international trade should promptly assess their exposure and ensure adherence to the new measures.
